Two people facing charges following chase

CLAY COUNTY, Ky. (WYMT) - Two people were arrested after police said a vehicle passed them at a high rate of speed.

The incident happened on Wednesday, March 12, when police were patrolling Jacks Branch Road.

When police noticed the vehicle, they attempted to pull the driver over, but they continued at an excessive rate of speed.

After James Flannery, 44, of Manchester, eventually came to a stop, police discovered that he did not have insurance for his vehicle. They also learned that Flannery’s driver’s license was suspended for a prior DUI and that he had four active warrants for his arrest.

The passenger in the vehicle, Francis Rose, 41, of Manchester, attempted to get away from deputies with the Clay County Sheriff’s Office.

When police were in the process of taking Rose into custody, they discovered a crystal-like substance on her.

Police later found more drug paraphernalia when they searched Rose’s property.

Flannery was charged with theft by unlawful taking or disposition all others - $10,000 but less than $1,000,000, careless driving, fleeing/evading police in the first degree (motor vehicle), driving on a DUI suspended license - first offense (aggravated circumstances), failure to non-owner operator to maintain required insurance - first offense, and three charges of failing to appear.

Rose was charged with possession of a controlled substance in the first degree - first offense (drug unspecified), drug paraphernalia - buy/possess, menacing, and resisting arrest.

Flannery and Rose were taken to the Clay County Detention Center.
