Haiti - Jacmel : Mayor Marky Kessa, slapped by a Justice of Peace !
A delegation led by Frantz Ulysse, the Deputy Mayor of the commune of Saint-Marc, also Treasurer of the National Federation of Mayors of Haiti (FENAMH) went to the metropolis of South-East, in solidarity with the Mayor of Jacmel Marky Kessa, victim Saturday, December 2, during an altercation, of a slap from Judge of Peace Elie Armand, substitute of the Court of Jacmel.

It should be remembered that this incident occurred at the Beaudouin Public Market, following an operation by market security officers to evict certain merchants occupying the sidewalks of the main entrance which were causing traffic paralysis. Furious at this decision, the merchants and several local residents threw stones and bottles at the municipal security agents who fired in an attempt to calm the protesters' anger. At least three people were hit by bullet, while several others were seriously injured.

A few hours later, accompanied by the agents of the Departmental Unit of Maintenance of Order (UDMO), the Justice of Peace Elie Armand, intervening on the request of one of the merchant victims to proceed to the finding of acts that would have perpetrated security officers, ordered the police to arrest, some security agents, suspected of involvement in shots that injured several people...

The situation escalated when Mayor Marky Kessa intervened and opposed the judge's decision, resulting in a heated altercation between the two men, during which Judge Armand allegedly slapped Mayor Marky Kessa. In front of this scene, a young boy identified as Dadou Laguerre, wanting to avenge the mayor slapped Judge Armand in turn before fleeing. Caught up shortly after by members of the population he was handed over to justice and jailed in the civil prison of Jacmel.

As part of a press conference, the Treasurer of FENAMH, denounced and strongly condemned the act committed by the judge on the person of Mayor Marky Kessa and appealed to the Superior Council of the Judiciary (CSPJ) so that it intervene in this matter, so that justice can be done to Mayor Marky. He demands unconditionally and immediately the dismissal followed by the arrest of the Justice of the Peace by asking the Chief Prosecutor of Jacmel, Me Françoise Morailles to assume his responsibilities...

Since this incident, a situation of tension reigns in the Beaudouin market. Burning barricades are erected by individuals across several streets in Jacmel to protest the behavior of the Justice of the Peace. The latter, in a press conference, rejects with a hand of the allegations made by the Mayor of Jacmel, suggesting that he slapped him. However, he admits that his belly hit the mayor's after he was jostled by Mr. Kessa.
